Governance

Governance is an often used concept and has different meanings. Within development cooperation it is being mainly used in terms of ‘good governance’, characterized by accountability, traceability and democracy. Ghana is generally regarded as a country where ‘good governance’ is taking place. In other discussions ‘governance’ refers to governing and/or steering, whereby not only governments but also other actors play a role. In the global value chain approach, as used by Anna Laven global chain governance is a central concept. Within this context governance refers to “authority and power relationships that determine how financial, material and human resources are allocated and flow within the chain” (Gereffi, 1994: 97). In the research of Marloes Kraan on fisheries governance, it is shown how multiple governance systems impact on the fishing- and management activities of fishermen.
